"I will say" is a phrase expressing an action in the future. Its something that you are going to do but haven't yet.
For example, "I will say hello to them."
In this sentence I'm talking about something I will do in the future but have not done yet.
"I would say" is subjective. It expresses a thought of something you may or may not do or might do in a certain situation.
For example, "If I were Nina, I would say thank you."
I'm saying that if I were in the place of Nina I am going to say thank you.

"I will say that the weather is nice today" implying a positive. on the other hand "I would say the weather is nice today" implying a negative.

@hitomy "I will say" is a straight present/future form. You can use when something related to present or maybe future. "I will say to her right now" or "I will say it when I meet her"
"I would say" is an assuming form. "I would say it to her if she were alive" "If I were you, I would say it". thanks for asking

Are you talking about the difference between the contracted forms of the words? Because the meaning for 'I'll say' changes. For instance, "I can't believe we can't purchase tickets for the Tokyo 2020 Olympics anymore.' 'I'll say!' -it means to strongly agree with. (It doesn't mean it every time. "I will say" is making a commitment. (It's a causal way of saying "I will tell..."
"I will say you're running late because your car's frozen." ("I will tell the boss you're late due to car troubles.")
"I would say" is offering an opinion.
"I would say that it's hot outside."

"I will" is imperative, meaning it will happen 100 %....whereas "I would" indicates a choice. The person is stating what they'd prefer to do in such a scenario.
I.E.....I will pick the blue box( definate statement) -
I would pick the blue box(Indicates choice and is contingent)
I.E......I will cross the train tracks( definite statement)
I would cross the train tracks( indicates choice)
I WOULD cross the tracks ( if I had to)

@hitomy I will say is said for the future and when we are sure of our words, I would say is used when we suggest something, correct me if I am wrong!

will denotes confirmation.
would denotes probability.
would generally implies a condition to be met.
ex: I would say I love you if you earn 50k a month or more
(and even then it's a probability.)
will may or may not have a condition.
ex: I will marry you only if my parents approve of you.
(if they do approve, then it's certain)
I will say: no matter what, this is my opinion
I would say: It's my opinion but it's not fixed

well the difference is "would" have a connection to the past like you are talking about present.for example:i will go to the party and i would go to the party.the first example is present you are only thinking about it now.but the second example is like you have already made the decision of going to the party and you are mentioning it now.you are referring to the past when you use would.hope it helps🦧🦧

@hitomy Will and would are considered as modal verbs in English.Firstly, we use will to talk about actions which take place in the future , they have a high degree of certainty to happen and they are less formal. Secondly , would is sometimes used as a past tense form of will , but it can also be used to refer to the future in which you are not certain that action is going to happen, and it is more formal with many uses.
