"I will say" is a phrase expressing an action in the future. Its something that you are going to do but haven't yet. 

For example, "I will say hello to them." 
In this sentence I'm talking about something I will do in the future but have not done yet. 

"I would say" is subjective. It expresses a thought of something you may or may not do or might do in a certain situation. 

For example, "If I were Nina, I would say thank you." 
I'm saying that if I were in the place of Nina I am going to say thank you.

@hitomy "I will say" is a straight present/future form. You can use when something related to present or maybe future. "I will say to her right now" or "I will say it when I meet her"

Are you talking about the difference between the contracted forms of the words? Because the meaning for 'I'll say' changes. For instance, "I can't believe we can't purchase tickets for the Tokyo 2020 Olympics anymore.' 'I'll say!' -it means to strongly agree with. (It doesn't mean it every time. People don’t seem to be aware that the main difference between the original questioner’s examples is tense and mood - you cannot compare them as binaries as each other because they are not.

‘Will’ + verb makes it future tense in English. English is a bit strange here where ‘will’ by itself cannot become future tense.

It is semantically bleached and functions more like a helper or auxiliary verb here. In terms of making sense grammatically, would is also unfitting but not exactly in the same way, even if it looks similar at first.

‘Would’, ‘could’ or ‘should’ is subjunctive mood of ‘will’, ‘can’ and ‘shall’. Subjunctive mood possesses low modality, because it indicates the idea is more like a wish, something non-existent or actually possible but hasn’t come to be as of that time according to the speaker.

‘Will’ has high modality, meaning that it is either likely or certain to happen no matter what in any point in the future. Tense, aspect and mood (TAM) are separate categories of syntax - while they do depend on each other to decode the overall context, they are not ‘positive’ or ‘negative’ variants of each other.

You can say ‘would’ but you can also say ‘would not’, so that totally debunks the whole ‘would is negative’ shenanigan.

• Tense - infinitive (to be, to go, to eat), present, continuous, past, future etc
• Aspect - habitual (she goes there every Sunday), completed
• Mood - such as subjunctive, are NOT verbs

@hitomy "I would" is used  in conditional sentences. Ex: I would travel around the world if I won the lottery. The "if" is a clause and "would" expresses a probability of results reflecting the clause.
There are different types of conditional sentences you can Google. "I will" is straightforward: determine doing something.

@hitomy "I will say" is definite (called the indicative mood). "I would say" is the conditional mood, meaning that what you're saying may not actually occur for certain. It is dependent on another thing.

For example, "Tonight I will tell her I love her." 
"If she tells me she loves me, I would tell her the same."

In the second sentence, I would only tell her I love her IF she tells me first. "I would" is dependent on another factor. In the first sentence, no matter what, I will tell her that I love her. This is a definitive statement.

@hitomy Well if you say I will say something, the meaning is such that you are proclaiming that you will say if, so if you don’t say whatever you said you will say then it will become a lie. On the other hand when you say I would say say something, it’s more like you saying it’s something that you say that is suitable to you taste. Like saying I would handle a certain situation by speaking this way. The difference between the two is that one conveys I am capable of saying something (I would say) while the other very literally means I will say as a binding promise almost. I hope this makes sense.

@hitomy "I will say" is saying you are going to say. "I would say" is saying you would like to say.

Would is a stupid word put in the English vocabulary.

Words like, would, could, should, are words used typically when someone is making an excuse for something in there speach. For example, I would have, I could have or I should have. I never say those words.

It is better to say, I will do it or I will say it instead of I should do it or I should say it.

I will say is an imperative,  it signifies an assurance by the speaker in what they are saying.
I would say, is a consideration, it signifies that the speaker is expressing an idea or opinion but concedes  that it is an observation.

would generally implies a condition to be met.
ex: I would say I love you if you earn 50k a month or more
(and even then it's a probability.)

@hitomy Will and would are considered as modal verbs in English.Firstly, we use will to talk about actions which take place in the future ,    they have a high degree of certainty to happen and they are less formal. Secondly , would is sometimes used as a past tense form of will , but it can also be used to refer to the future in which you are not certain that action is going to happen,  and  it is more formal with many uses.
