You've is correct in this case. It's a contraction of you have got mail. Which is in the present tense. You got mail is in the past tense
The effective difference is-
There is mail waiting for you right now. Vs. mail arrived for you at some point in the past.

Technically yes.
You have mail -present
You've got mail -present, slightly informal
You got mail -past more informal
However "you got mail is often used (incorrectly) to refer to the present. It's a very small difference that I wouldn't bother to mention except that you asked.
