Canadian French is mostly from Quebec and appart from a few "slangs" nothing much sets France from Quebec, so yes. Furthermore it's not used as much but ç sounds like s and à has no significant difference

Yes a french Canadian speaker can pronounce that and yes it's used in Québec but take off the accent from the ça it isn't çà.

@Delupara How is the à pronounced?
I'm asking because French and Québecois people pronounce both "ça" (when it's an object; ex. "c'est ça") and "là" differently.
French people use the typical "ah" sound (like in "avoir"), but Québécois people use a more schwa sound.
So are you saying that çà et là should have the "avoir" sound, not a schwa?

@Krin-imida Thank you, but this wiktionary page suggests that spelling it "ça" is a typo:

@achann I think there is a miss understanding here. I said ça is correct but çà (with an accent) is not correct. And I'm from Québec tell that to your wiktionary. Thanks and you should know that what you were talking about from your comment above is just about their accent when they're speaking. Also, only québécois pronounce "ça là" differently but french people do pronounce them the same way. Both of ça and là can be pronounce with the "schwa" sound. The only difference is that with the "a" which sounds like "avoir" is mostly used by french because of their accent. And the pronunciation with the "schwa" which is more similar to the "sau" from sausage is from québécois's accent.

@Krin-imida It's not just Wiktionary suggesting the spelling. Le Petit Larousse (http://www.larousse.fr/dictionnaires/francais/ç...) and Alliance Française (https://books.google.hu/books?id=OQ8JAAAAQAAJ&a...+"ça+et+là"&source=bl&ots=0gTQeyGjCo&sig=9JEpeep_4TDTR9g1tdwlynQSuQs&hl=en&sa=X&ved=0ahUKEwi809bgl57XAhWNKlAKHR7tB-kQ6AEIJjAE#v=onepage&q=acad%C3%A9mie%20fran%C3%A7aise%20%22%C3%A7a%20et%20l%C3%A0%22&f=false) use the spelling "çà" as well.
In any case, I'm not concerned about the spelling. I was exactly asking about the Québécois accent/pronunciation, which you clarified perfectly. Thank you.

I'm from Québec, I speak French, and this is how I pronounce it. That's what you wanted to know, right?
