'On Monday' usually refers to a Monday just gone or the Monday coming up next.
'On the Monday...' would be used when referring to a specific Monday in the future or past, which is generally a while ago or a while away.

"on Monday" is the one you'll see most of the time:

"We have a meeting on Monday." (this Monday)

"We have meetings on Monday." (in general)


Use "on the Monday" to refer to a Monday with conditions:

"We have a meeting on the Monday after New Year's Day."

'While' has a few meanings, but here it is an unknown amount of time, usually longer than you want.

And 'away' is like far from/not here or now.

So a 'while away' means that it's a unknown amount of time from now
