Cost = Commonplace, said frequently in the everyday

Expense = Business like, said infrequently in the everyday

Fee = A cost for some additional service usually

Expenditure... basically the same as expense but makes me think there was a budget of some sort

Remember, they are all basically the same.

"How much did that ice cream cost?"

"Was there a fee for the toppings on the ice cream?"

"I wonder what is the expense of producing ice cream."

"That ice cream company must make a lot of expenditures on toppings to have this much to choose from."
