“Towards the park” means that you didn’t necessarily arrive at the park (you went in that direction) and “To the park” means that you arrived.
Examples:
I walked towards the park, but I decided to go to the museum instead.
I walked to the park to play frisbee with my dog.

"I walked toward the park" would be walk in the direction of the park, and "I walked to the park" would be when you are going to the park

When you say "I walked towards the park" you are saying you walked in the direction the park is in. When you say "I walked to the park" you are saying you arrived at the park by walking.
