You pronounce it like this:
uinkiit ki sē uinkiit
If I was to try to write it using Japanese sounds, it would be something like:
ウィンキート キ セ ウィンキート
Bear in mind that whenever you see a V in Latin, it's actually a U. The distinction between V and U in the Roman alphabet was made so that Romans could write Germanic words. Latin has no natural V sound, like Japanese.
Also, the only way to speak Latin out loud now is with what is called an "academic dialect", based on how scholars think it might have sounded - but the Roman Empire has been gone for so long that nobody knows how Latin really sounded when spoken by actual Romans.
