It depends on the context. In some cases, the words mean the same, such as:
“The exam was tough.”
“The exam was difficult.”
“The exam was hard.”
Here, “difficult” is the formal word, followed by “hard” and then “tough” (casual).
In other cases, however, these words do not mean the same thing.
“The chair was hard.”
“The chair was tough.”
“The chair was difficult.” – This one is incorrect because a chair cannot be difficult.
“Difficult” (adj.) can have the following meanings: needing much effort or skill to accomplish, deal with, or understand; characterized by or causing hardships or problems; (of a person) not easy to please or satisfy.
“Tough”(adj.) can have the following meanings: (of a substance or object) strong enough to withstand adverse conditions; (of a person or animal) able to endure hardship or pain; able to protect one's own interests or maintain one's own opinions without being intimidated by opposition/confident and determined; (of an area) notorious for violence and crime; (of food, especially meat) difficult to cut or chew; used to express sympathy with someone in an unpleasant or difficult situation. “Tough” (n.) can mean a tough person, especially a gangster or criminal and “Tough” (verb) can mean to endure a period of hardship or difficulty.
“Hard” (adj.) can have the following meanings: solid, firm, and resistant to pressure; not easily broken, bent, or pierced; (of a person) not showing any signs of weakness; tough; (of information) reliable, especially because based on something true or substantiated; (of water) containing mineral salts that make lathering difficult; requiring a great deal of endurance or effort; putting a lot of energy into an activity; difficult to bear; causing suffering; difficult to understand or solve; not showing sympathy or affection; strict. “Hard” (adv.) can have the following meanings: with a great deal of effort; with a great deal of force/violently; so as to be solid or firm; to the fullest extent possible.
