In France do you drop 'ne' and 'nous' when speaking. For example instead of saying
"Je ne sais pas." would you say "Je sais pas." as well with "Nous parlons français." to "On parlons français."?

We would very often drop "nous" for "on", yes (but you need to adjust the verb too, nous parlons => on parle)
About dropping "ne", it's not very polite and can make sound a bit childish, so it's less common.
At the very least we don't say "je sais pas." and that's it (this is definitively a childish talk). If it's the only thing I have to say, I would always say "je ne sais pas".
But if there is a longer explanation, sometimes we do drop it (but it will not be as perceptible because the sentence keep going) and sometimes we say it but very fast and maybe it's hard to hear for foreigners, something like "je n'sais pas"

Yes we usually say : "Je sais pas" but if you write something formal, you should use "ne".
And we say "on parle français" 😉 but your reasoning is right !

@Dlysia when speaking we almost always drop the "ne", but when writing you absolutely can't ;)
