Because if you take away either of them it doesn't make sense, "is here" and "is mine".

The one here is mine. That is fine in English. But what I get from a previous response is that the sentence means "the one that is here is mine". Remember that as an English speaker I have a different view. Therefore what makes sense to me, may not make sense to a native Spanish speaker. That is why I asked for someone to show me how to make sense of it. It really helps to explain.

Im sorry if i came off rude, the sentence is fine and sound ok in Spanish. The sentence you posted that has "is here mine" is the literal translation. I guess i am confused somewhat, do you think is sounds weird to native speakers or just trying to wrap your head around it?
