You should only add commas when the information is not 'vital' or 'necessary' to explain what it follows.
By that I mean, if 'who always cheat' is absolutely necessary to show/specify who you are talking about (which it is), it doesn't need commas.
"The players who always cheat were expelled." = Out of the many players, only the ones who cheated were expelled.
"The players, who always cheat, were expelled." = This one sounds more like ALL players were cheaters and expelled.
