The second sentence involves a double negative. Often, English speakers will negate 2 things in a sentence, and in turn, it becomes a positive or it simply cancels out the negation. You should know that using a double negative can be tricky to do, and I would advise that you refrain from using them until you get a bit more familiar with English just to avoid confusion. They aren’t super common, but native English speakers DO use double negatives and you should be aware of them. I’ll explain:
Can’t you make a reduction? - asking if the person is capable/willing to make a reduction in something.
*Can’t* you make *no* reduction? - the 2 asterisks (*) show you the negatives. This sentence is asking if the person is capable/willing to make NO reduction at all, to leave the situation/object alone.

in this case, "can't" is replacing the word "can". both can be used, but "can't" is considered a negative word because it is a shortened version of "can not"
In English it is not correct to use more than one negative word, so Can't you make no reduction? does not sound natural.
The first sentence is best, but would sound better with the word "a" before the word "reduction". So the correct sentence would be "Can't you make a reduction?"
