Often it is used when someone is doing something they shouldn't be doing. It means that if they continue then there will be consequences. It can, however, be used jokingly in certain situations, and usually doesn't mean someone is going to get hurt.
A boy leaves his toys all over the floor and doesn't clean them up before school as his mother asked. "That boy is cruising for a bruising." The mother says when she sees the mess
