It's similar to これ and それ. An object (doesn't have to be an object - just using this as an example) is fairly close to you, you use "What are these?". If the object has a distance from you, use "What are those?".

So lets say you are holding a bunch of erasers, but you don't know that you're holding erasers, so you ask, "What are these?"
And if there are erasers on a stand, you ask "What are those?"

@KimImpossible: When you are looking at, say, the watches in the showcase at a watch store, and they are fairly close to you but they are still in the showcase, which would you use "What are those?" or "What ate these?"
